Search for the typing requirement to become a 911 dispatcher and you will find a great deal of confident advice, most of it on sites selling practice tests. The numbers quoted vary, the descriptions of the assessment vary more, and very little of it points at a source you can check.

So this article is built the other way around. The requirement figures below come from actual US agency job postings rather than from test-prep marketing, the description of the assessment sticks to what the vendor documents publicly, and where the popular claims are not verifiable I say so instead of repeating them.

There is also a part of this job that no typing test measures, including ours, and it is the part that most often catches out candidates with perfectly good typing scores.

What agencies actually require

There is no national typing standard for dispatchers in the United States. Neither of the two major professional bodies in this field — APCO International and the National Emergency Number Association — publishes a universal words-per-minute floor that agencies must adopt. Hiring is done agency by agency, so the requirement is set locally and varies.

Across published postings the range is narrower than you might expect. Almost everything sits between 30 and 40 net words per minute.

Read that top row carefully, because it is the most encouraging thing in this article. Forty net words per minute is not a fast typing speed. It is slightly above the average for adult computer users, and the full distribution puts it well inside reach of anyone willing to practice deliberately for a few weeks. The requirement is a competence floor, not a speed contest.

Why the word net changes everything

Nearly every posting in that table specifies net words per minute, and this single word is responsible for more failed dispatcher typing tests than any other factor.

Gross WPM counts everything you typed. Net WPM subtracts your mistakes. Both rest on the same words per minute convention of five characters to a word. A casual online typing test often shows you a speed and an accuracy percentage side by side and lets you feel good about both; an employment test folds one into the other and reports a single number that is lower than the one you are used to seeing.

The standard five-character word convention. Exact error handling varies between testing platforms, but subtraction of uncorrected errors is the common approach in employment testing.

That worked case is not a contrived example. It is the single most common way a candidate who types perfectly adequately ends up below the line, and it explains why the practical advice for anyone preparing is the reverse of intuition: stop trying to type faster and start trying to type cleanly. The typing certificate requirement

Some agencies test you during the selection process. Others require you to arrive with a certificate already in hand. Berkeley and the State of Nevada are among the jurisdictions whose postings have specified a certificate verifying net speed, and where this appears it is a hard prerequisite rather than a preference.

This is where most free online results become worthless. A certificate that carries weight usually has to come from an approved provider — often a community college, a workforce development center or a named testing service — be proctored or otherwise supervised, state net rather than gross speed, and carry a recent date. What CritiCall is, and what is actually documented

Most US dispatcher candidates encounter a product called CritiCall, and this is where the internet becomes least reliable, so I want to be careful about the distinction between what the vendor publishes and what circulates.

What is documented: CritiCall is a commercial pre-employment testing product for public-safety dispatchers, calltakers and telecommunicators, developed by Biddle Consulting Group. Its applicant-facing pages direct candidates to a preparation guide and offer a sample test battery covering keyboarding, proofreading and spelling. Preparation guides are hosted publicly by agencies and institutions that use it, including the City of San Diego, the University of Arizona police department and the current vendor-hosted edition.

What is not well documented: the detailed, section-by-section module lists that appear on commercial test-preparation sites. Those descriptions may well be accurate — many are written by people who have taken the test — but they are not confirmed by the vendor's own applicant materials, and they disagree with each other in places. In line with our editorial standards, the honest position is that I could not verify them, so this article does not reproduce them as fact.

Two things are safe to say. The test is configurable by the hiring agency, which is why candidates report different experiences and different thresholds — the number you must hit is set by the agency, not by the product. And the assessment is broader than typing: it exists because dispatching demands several skills at once, of which keyboard speed is only one.

The practical consequence is that you should get your information about the specific assessment from your agency's own recruitment materials, not from an article. Including this one.

The part no typing test measures

Here is the thing that makes dispatch typing genuinely different from every other typing requirement discussed on this site, and it is why a good typing score is a weaker predictor here than it is for, say, data entry.

A dispatcher does not transcribe. A dispatcher types while a caller is still speaking, while asking that caller the next question, and often while a colleague is talking over a radio. On medical calls the questioning follows a scripted emergency medical dispatch protocol at the same time. The information arrives out of order, is frequently wrong on first telling, and has to be entered into structured fields in a computer-aided dispatch system while the conversation continues.

That is not typing. It is typing as a secondary task, and secondary tasks behave differently. The research framework for this is the dual-task paradigm, which studies exactly what happens to performance when two tasks compete for the same limited processing capacity. The short version is that both degrade, and the one that is less automatic degrades more — which is also why the popular notion of human multitasking as a trainable talent survives so poorly under measurement. Structural comparison. The right column describes the working conditions the assessment is trying to predict performance in.

The row that matters most is the third. Ordinary typing practice is overwhelmingly lowercase prose, and the material a dispatcher enters is almost none of that. Street names you have never seen, surnames spelled aloud, house numbers, license plates, cross streets, phone numbers. Why a good WPM overpredicts dispatch readiness

Put the two previous sections together and you get the central practical claim of this article.

Your typing test score is measured under the easiest possible conditions: text in front of you, your own pace, familiar words, nothing else demanding attention. The same gap opens up in chat support, where concurrency rather than audio is what divides your attention. The job runs under close to the hardest: audio only, someone else's pace, unfamiliar proper nouns, and continuous competing demands. A score gathered in the first condition systematically overstates what you can do in the second.

This is not a reason to ignore your typing speed. Speed and accuracy on plain text are a floor — if you cannot hold 40 net WPM under ideal conditions, you certainly cannot hold it while a caller is describing a collision. It is a reason not to treat a comfortable practice score as evidence you are ready.

There is a second mechanism worth naming, because it is the one that makes the difference recoverable. Typing under divided attention is only expensive while typing still requires attention. A typist who has to think about where keys are is spending working memory on the keyboard, and that is the same resource the call is competing for. Framed as cognitive load, the goal is to move typing out of the part of your mind that is listening to the caller. Everything else in this preparation follows from that.

Text-to-911 makes typing more central, not less

One reasonable objection: if speech recognition keeps improving, will this requirement not simply go away?

The trend is running the other direction. Text-to-911 service, delivered under the broader Next Generation 9-1-1 transition that succeeded Enhanced 9-1-1, means a growing share of emergency contacts arrive as text and are answered by a dispatcher typing back. That is a conversation conducted entirely at the keyboard, under time pressure, with a person in danger at the other end.

It matters for a reason specific to this domain: text-to-911 exists partly to serve callers who cannot safely speak — a domestic violence situation, an active intruder, a caller who is deaf or hard of hearing. Those are among the highest-stakes contacts a public-safety answering point handles, and they are handled at typing speed.

What to practice, in order

Most candidates practice the wrong thing first. Here is the order that reflects what actually gets tested and what actually limits people.

Preparation priorities, highest return first

Notice that raw speed is last. For the large majority of candidates sitting somewhere in the thirties, the gap to a 40 net WPM requirement is made of errors rather than hand speed, and cleaning up accuracy raises the net figure faster than any amount of speed work. A four-week preparation plan

This assumes you are starting somewhere in the low thirties and need to clear 40 net with high accuracy. Adjust the timeline if you type by sight, because that is a method change rather than a tune-up and it takes longer.

    Week 1 — accuracy only, ignore speed entirely

    Type well below your maximum with a single target: 98 percent or better. Take runs of three minutes rather than thirty seconds, because the requirement is sustained and short runs hide drift. Expect your speed number to fall this week. That is the intended trade, and your net score will already be rising.

  2. 02

    Week 2 — the material you will actually be given

    Stop practicing ordinary prose. Type addresses, street names, surnames, phone numbers, license plates and cross streets from a list you write yourself. This is the single most neglected step and the one that most closely resembles the test. Numbers in particular are worth drilling on the number row rather than the keypad, since a dispatcher enters them inline.

    Week 3 — introduce audio

    Play a recording of natural speech — a news bulletin, an interview, a podcast — and type the key details as it plays without pausing. Do not attempt verbatim transcription; capture what a dispatcher would need. This will feel disproportionately difficult, which is the entire point, and it is the closest you can get to the real task without the real software.

    Week 4 — rehearse the conditions, not the skill

    Take full-length timed runs at the length your agency uses, first attempt only, no warm-up, at the time of day your test is scheduled. Record net speed and accuracy each time. You are no longer building the skill this week; you are removing the novelty of performing it once, cold, under observation.

The reason for working below your maximum in week one is mechanical rather than cautious: rhythm degrades the instant you strain, and practicing at full speed rehearses the errors that come with straining. On test day

A few things that are worth knowing and are not obvious.

  • Your score on the day will be lower than your practice average, and this is normal rather than a sign you are unprepared. Unfamiliar keyboard, unfamiliar software, a single attempt and someone watching all cost you something.
  • Day-to-day variation is larger than most people credit — easily enough to swallow a week of genuine improvement — so do not schedule a test for a day you are exhausted if you have any choice. The mechanisms are covered in why the same typist scores differently from one day to the next.
  • Ask, before the test, whether the reported figure is net or gross and whether corrections count against you. This is a reasonable question and the answer changes your optimal strategy on the day.
  • If backspace is disabled, slow down more than feels necessary. Under those rules an uncorrected error is permanent and a correction is impossible, which shifts the entire trade toward accuracy.
  • Take the longest practice run you can before the day. A three-minute test is a far better rehearsal than a thirty-second one, because short runs systematically flatter you.

If you miss the threshold

Missing a typing requirement is one of the most recoverable failures in public-safety hiring, and it is worth saying plainly because candidates often treat it as disqualifying.

It is a mechanical skill with a well-understood training path and a short timeline. Someone at 32 net WPM who touch types is usually a few weeks of deliberate accuracy work from 40. Someone at 32 who types by sight has a longer road, but it is a known road: the ten-finger method, an expected temporary drop, and a crossover past the old speed at around three months.

Retake policies vary by agency — some allow a retest after a fixed waiting period, others require you to reapply in the next hiring cycle. Ask. It is a normal question and the answer determines how you should spend the next month.

What this site's test can and cannot do for you

What it does not do: it is not CritiCall, it does not simulate audio entry, it does not replicate agency-specific scoring rules, and it does not issue a certificate any agency will accept. If your posting requires a certificate, you need an approved provider. Any typing site telling you otherwise is selling something.

It is also worth knowing that scores differ between typing sites for structural reasons — passage composition, error counting and test length all move the number — so do not assume the figure you get here is the figure an agency will record. If you are looking at dispatch you are probably looking at adjacent public-sector roles, and the typing requirements are close relatives rather than the same thing.

Police records clerks, court clerks and administrative positions in the same agencies commonly ask for similar net WPM figures, sometimes with a typing certificate.
